If a tenant does not give back their keys are they liable for rent for the months awaiting return of keys?

It depends on the arrangement made. If the tenant gave notice but did not return the keys, he did not give up possession and you would be entitled to claim rent. If the tenant could not return the keys for some reason (e.g. being abroad) and he advised you of this, a Court may consider that possession was delivered up and that aside from re-claiming the cost of changing the locks you would not be entitled to additional rent.
